Reporting to the commercial and compliance manager, the pre con manager is responsible for developing and managing the pre-contract systems and activities within a term partnership to ensure the effective preparation of tasks and task orders comprising the investment programme.
The pre con manager shall thoroughly scrutinise project execution plans and proposals documents received from service providers to ensure they comply with the requirements set out in client briefs and obligations defined in the partnering agreement.
The pre con manager shall motivate, lead and guide the proposals team members to drive the efficient development of tasks within the investment programme.
Lead the commissioning team, providing strategic direction and leadership tracking progress and taking actions to ensure the efficient delivery of the investment programme.
To be a key member of the capital programme team, working closely with the construction manager and task programmer to deliver efficiency and mitigate risk in the pre-contract phase of tasks.
Lead the Commissioning team on the review of any design works or application for planning, building control or listed building consents to ensure these effectively satisfies the Client Brief and the requirement of the Partnering Agreement.
To Lead the Commissioning team to review any Business case proposal to ensure the Service Provider case reflects the Clients Brief, complies with the Partnering Agreement requirements and the costs reflects comparable market value. That any recommended specialists, subcontracts or suppliers are suitable to design and perform the works, are of good financial standing and are reputable.
To Lead the Commissioning team in connection with financial assessment of the Service Provider proposal to ensure these are in accordance with the Price Framework tender prices and reflect market value to ensure most appropriate value is achieved.
Track and report on the progress of all Task Orders as they pass from Asset Strategy through to handover to the operational teams for delivery, taking actions as appropriate to protect the Investment Programme and driving best value for leaseholders and Housing Revenue Account.
Lead and develop the Commissioning team to ensure that the Head of Capital Programme is properly informed and involved as appropriate, through the provision of timely, relevant and accurate management information, guidance and reports.
Critically review the content and strategy for proposed Tasks detailed in any draft Client Brief issued by the Asset Strategy team and present recommendations and changes for review and agreement prior to issuing to the Service Providers.
Challenge the content of Project Execution Plans received from the Service Providers to ensure the strategy for any Task complies with both the Client Brief and obligations described in the Partnering Agreement. Prepare responses and ensure corrections are made pending recommendation to Programme Board prior to the issue of Pre-commencement Orders to the Service Provider.
Scrutinise surveys, specifications, Programme and prices comprising any Service Provider Proposal to ensure they comply with the strategy set out in the Project Execution Plans and Pre-commencement Orders. Prepare responses and ensure corrections are made pending recommendation to Programme Board prior to the issue of Commencement Orders to the Service Provider.
