My client are currently undergoing big changes and therefore are looking for a Head of Capital projects to come in and help in a long term interim Head of role. You must have experience running large capital projects up to and above £13.5m in FM, within maintenance, building fabric and refurbishment. This is a very exciting opportunity for someone looking for a long term interim role that will offer an exciting challenge to the candidate.

The role of the Head of Capital Projects:

  • Managing Capital FM budgets by establishing robust monitoring and reporting procedures and in doing so ensuring that all spend is fully justified and in-line with Governance procedures for Officer’s delegated authorities. Reporting on spend and any variance from budget monthly to the Assistant Director and to Finance to inform the Capital Monitoring Report and planning any corrective actions to re-align the budget. Ensuring that all spend is Ruthlessly Financially Efficient;
  • Creating an annual Capital Maintenance Plan for the service in time for the start of each fiscal year and ensuring that it meets the needs of the service and in line with this, devising and implementing a procurement strategy for Capital deliver by means of whole life-cycle contract management;
  • Improving capability by creating a contiguous capital programme and planning and managing resources to deliver from project inception and brief, through procurement and appointment of professional advisors and contractors, to a soft landing and hand-over of the project(s) using industry recognised lean programming techniques;
  • Developing policy and procedures for the management of capital programmes and subordinate projects, and where required, to contribute to reports
  • To manage a Project Manager by means of clear objectives and outcomes and to ensure high standards of performance and attendance is achieved through the setting of high standards of personal integrity and using HR policy and procedure to manage overall performance;
  • Ensuring that safe systems of work are in place for all capital projects and that Health & Safety and Compliance are actively managed through the supply chains;
  • To ensure that there are full (and costed) resource plans, training plans, and succession plans for the service;

Qualifications for the Head of Capital Projects:

  • To hold a first degree (Bachelor) or equivalent Level 5 (QCA Framework) qualification in a relevant built environment discipline;
  • Membership of a professional body aligned to the Built Environment (such as, but not limited to, MCIOB, MRICS, MIWFM, MCIBSE et al)
  • Project Management or lean programming qualification (6Sigma, Kaizon, MSP, PRINCE2)
  • Health & Safety based qualification (IOSH, NEEBOSH)

Knowledge & Experience:

  • Experience of managing a number of capital projects as part of a contiguous delivery programme covering building fabric and mechanical and electrical disciplines;
  • Experience of programme governance
  • Experience of capital planning, resource allocation and managing a framework for prioritisation
  • Experience of financial planning, budget management and reporting of programmes of upwards of £2.5m
  • Experience of managing multi-discipline consultancy teams using JCT and NEC contract design & build contracts
  • Experience of procuring professional services and (M&E and building) contractors
  • Experience of stakeholder and client management from inception/brief through the design and build process
