Build are working with a Merseyside based Housing Provider as they look to appoint a Temporary Cost Analyst to their Asset Management team.

 

Job Purpose

Reporting to the Standards Manager, will be responsible for analysing proposed spend on repairs and maintenance to empty and occupied homes, highlighting where the proposed spend seems disproportionate and escalating this to the Delivery and Performance Managers.

To support in budget control activities by monitoring actual spend against forecast budgets and reporting accordingly.

 

Accountabilities or “What You Have to Do”

  • Undertake cost analysis for repair & maintenance project work - primarily in terms of the Riverside Empty Homes Standards (EHS) but also for responsive / planned activity where required.
  • Understand, interpret and measure against existing and updated Schedule of Rates (SOR) within the Empty Homes Standard / lettable standards and propose best value for money options or cost efficiencies, delivering a true value for money approach.
  • Determine EHS standard costs and investigate variances with actual costs and make relevant recommendations to the Delivery and Performance Managers in order to allow them to interrogate the reasons and rationale behind the proposed spend before they provide approval.
  • To carry out and complete regular auditing of all work orders completed under the EHS / responsive repairs based on National Federation Schedule of Rates produce reports which show how many fit the standard, how many deviate and detail all variations.    
  • Utilising existing networks, ensure best value is achieved by undertaking detailed benchmarking comparisons with other registered providers
  • To work with the finance team monitoring actual against forecast budgets and report accordingly, supporting in the preparation of weekly, monthly, annual budgets and forecasts.
  • To support the Standards Manager to regularly assess data associated with the empty homes standard, collate budget profiles and expenditure as well as provide data to support the standard going forward
  • Understand existing contract conditions for all contractors ensuring any changes are adapted and reflected in the costing and analysis.
  • Administrative and ad hoc duties as required to support the team

Knowledge, Skills and Experience

Essential

  • You will be will be an experienced Cost Analyst with a building industry background
  • Efficient and well organised with the ability to work on own initiative and under pressure to meet tight deadlines.
  • Analytical background with evidence of spreadsheet analysis and interpretation
  • Strong communication skills – written and verbal
  • Excel and Word skills preferably to advanced level
  • You will be a genuine team player with a positive outlook to your work, personable

and adept at building strong working relationships

Desirable

  • Previous experience working in the social housing sector
  • Site survey knowledge and experience
  • Experience of working with Empty Homes Standard / Lettable Standards and SOR’s and within a registered provider
  • Experience and knowledge of Contract Management Systems (eg: iVolve), Housing Management Systems (Open Housing) and Asset Management Databases such as Pro-Master.
