Using the Build Recruitment Contract Mobilisation model we delivered a 75% reduction on standard recruitment fees to Osborne.

The project

Osborne Property Services Limited (OPSL) won a £236m Total Asset Management contract with Dacorum Borough Council, Hertfordshire (DBC) that included housing repairs, planned refurbishment works, call centre services, technical services and strategic asset planning to the Council’s 10,500 homes.
Build Recruitment were engaged exclusively by OPSL to deliver a dedicated Contract Mobilisation & Campaign Management programme to supply staff of all levels to each department. 

Our role

With full visibility, we provided support, guidance and action at all stages. From advising on potential roles that would need to be filled subject to TUPE, through to indicating what timescales were needed to recruit dependant on the seniority of the role. 
Working in partnership with the OPSL HR and mobilisation teams, we: 
  • Advised on pay scales in line with the current market
  • Managed the end-to-end recruitment process 
  • Targeted advertising to local candidates 
  • Conducted first stage interviews
  • Provided a fully vetted shortlist for final client interview
  • Managed offers and start dates, through to successful candidate aftercare including regular contact through to start date and contingency plans for non-starters

Following our successful tender for the works in partnership with DBC we explored many options for the resourcing of staff to fill the roles that were not covered by the incoming TUPE.

We appointed Build Recruitment on an exclusive contract as a result of their ability to clearly show how they could deliver on cost, quality and time savings. 

Advantages of using an external agency: 

Using an external agency allowed us to reach a larger audience. It also allowed us to utilise their expertise and resources to not just target relevant professionals, but to target local talent – a key element for our client.  The other key factor in our decision was the ability to carry out background checks and first stage interviews. This saved us considerable time because it meant the candidates we interviewed directly were of a very high quality – over 95% of the people we saw were appointable.

Service, innovation and partnership: 

The time savings delivered were hugely influential to us and by fully partnering with Build Recruitment I was able to focus my time on other aspects of the mobilisation, which were considerable given the size of this contract.
